The IT Project and Support Engineer is responsible for supporting the operation, planning and execution of the IT projects related to infrastructure. He/she assures compliance with the applicable global and country regulatory requirements as well as global policies and standards pertaining to IT infrastructure.

Through effective communications with local and global stakeholders, a translation of business needs will be conveyed to allow for a right sized infrastructure. The IT infrastructure comprises laptop/desktop, networks, security, servers, printing and telephony throughout all business divisions within the market and on the site. A close cooperation with IT colleagues as well as the business will be required to deliver IT infrastructure capable to support the business needs.

He/she will be responsible for supporting the IT infrastructure and, in close cooperation with the GIO (Global Infrastructure Operations) site lead, run or participate in IT infrastructure related projects. The IT Project and Support Engineer will be part of the global MSD ‘One IT’ team based in the Netherlands with key service focus towards the MSD site where he/she is based.

Responsibilities & Activities

“One IT” – Overall responsibilities:

- Champions the One IT Operating Model
- Ensures and promote collaboration with other IT divisions as well as parts of the MSD business, both locally and globally, to break-down organizational boundaries in favor of a highly-collaborative and customer-centric culture
- Drives continuous improvement and innovation, develops and outside-in view based on cross-industry networking
- Assures, and is able to demonstrate full compliance of functional area IT systems and processes, and this towards both company requirement as well as applicable regulatory requirements.

IT Infrastructure Service Management:

- Operates and implements all IT infrastructures in scope, including appropriate application of globally defined processes around Configuration Management, Change Management, and Incident/Problem Management.
- Implements a sustainable service model for all infrastructures deployed, consisting of end user IT devices as well as back-office infrastructure locally implemented.
- Corporate with external service providers to ensure service levels are met. Provide service level reports and KPI's.
- Ensure that IT services and solutions meet GxP and SOX compliance. Provide required documentation and reporting. Manage corrective and preventive actions
- Partners with all IT colleagues in the Netherlands to align technology, processes and support within the Netherlands.
- Implementation and execution of Infrastructure Services projects. Projects are driven by business programs or are based on new demand coming from the implementation of TS global programs and standards. Participate in divisional IT projects for the implementation of TS Infrastructure. Monitor and report progress.
- Proactively ensure the implementation of MSD's IT infrastructure standards. This includes IT infrastructure standards, processes and standard service solutions. Ensure support of the legacy IT landscape until decommissioning. Onboarding of additional services in line with the global managed services strategy

Qualifications

Education & Experience Level:

- Education: MSc Degree or BSc Degree or equivalent with relevant experience in Computer Science, Computer Science Engineering, Math, or equivalent experience
- Minimum 3 years relevant experience

The position
The Associate Director of Merck Manufacturing Division (MMD) Indirect Procurement is responsible for the global or regional sourcing strategy, across the indirect categories of spend, at all global Animal Health MMD sites. The categories of activity include but are not limited to Integrated Facility Management, MRO, and Energy.

The Associate Director will take an active role in the development of procurement strategy, Global Category Management, contract management, risk management, stakeholder management, and supplier value management within these categories. The Associate Director will develop and maintain strong relationships with Plant Managers, heads of operations, and site finance leaders. The Associate Director has the responsibility to assess the existing sourcing posture of site services across the manufacturing network and collaborate with site procurement organizations and stakeholders to complete a divisional Indirect services opportunity analysis. The Associate Director will then work with his/her team, site procurement organizations, and stakeholders to implement regional/global sourcing strategies based on agreed prioritization. The role reports to the Director of Small Molecule Procurement in AH-Global Supplier Management.

Primary activities include, but are not limited to:
1. Leadership - As a key leader of MMD Indirect categories of spend, responsible to develop and then implement sourcing strategy and ensure alignment, compliance and delivery of required business performance.
2. Procurement Leadership - Provide the leadership, strategy and policy for the category building a high performance engagement model with the business and regions.
3. Organizational Development - Support the building of a Center of Expertise in MMD Indirect who have direct responsibility for sourcing and projects.
4. Process - Realize sourcing management, supplier value management, risk management, supplier diversity as core sustainable processes and enablers of delivery.
5. Performance - Deliver ongoing savings as required, as well as meeting the stakeholder business requirements.

The department
Since a few years GCTO has transformed into a new operating model. Project management activities are centralized in a regional operations center (ROC). At the Country Operations (CO) level, the Clinical Research Manager (CRM) has a significant impact on the ability to effectively conduct clinical studies and develop the pipeline, while maintaining local regulatory and compliance requirements.

The position
The CRM has a significant impact on how a country can deliver country-specific trial commitments and objectives. As a customer-facing role, this position will build business relationships and represent MSD with investigators, functional outsourcing partners and other external partners and therefore have a significant impact on country-level customer relationships.

The position requires the ability to make decisions independently and oversee important activities relevant to clinical research activities in the country according to predetermined global policies and commitments with the support, oversight and supervision of the Country Research Director (CRD). As a CRM you are:

• Accountable for the performance for assigned protocols in a country in compliance with ICH/GCP and country regulations, MSD policies and procedures, quality standards and adverse event reporting requirements internally and externally.
• Responsible for quality and compliance for assigned protocols in the country and oversees CRAs and/or CTCs and training compliance. Performs quality control visits, reviews Monitoring Visit Reports and escalates performance issues and training needs to functional vendor and internal management as needed.
• Responsible for collaboration and relationship management with investigators for insourced and outsourced studies, with functional outsourcing vendors and other external partners. The CRM oversees country and site validations, site selection and recruitment in assigned protocols.
• Collaborating internally with Medical Affairs, local PV and Regulatory Affairs to align on key decisions in countries. Supports local and regional strategy development consistent with long-term corporate needs in conjunction with CRD and Regional Operations. This position requires coordination and alignment with the regional and broader organization.

Qualifications

• Master in Science (advanced degree (MD, PhD) possible but not required).
• 8-10 years of clinical research experience for a MSc; 3-6 years for a MD-PhD.
• Strong understanding of clinical trial planning, (site)management and metrics.
